The rules will help shift the market around medium and heavy duty electric trucks while making a significant impact on the state\u2019s emission reduction goals by reducing NOx emissions <\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1a6x6HZgbDKCU1c76AR4ecdwkhSnLw9T4__IJCXkS1k8\/edit\"><span style=\"font-weight: 400;\">by 90% below current standards<\/span><\/a><span style=\"font-weight: 400;\"> for trucks sold in model years 2027 and beyond - creating healthier communities with better air quality statewide.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Medium and heavy-duty vehicles include city delivery vans, mini buses, full size pickup trucks, city transit buses, high profile semis, refrigerated trucks, semi sleepers, and tour buses among others (though vehicles like off-road construction equipment, tractors and agricultural equipment, and regular size pickup trucks are not included).\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The ACT rule requires manufacturers of trucks, buses, and vans to make a certain percentage of new sales zero-emission vehicles. <\/span><a href=\"https:\/\/cdphe.colorado.gov\/cleantrucking#rule\"><span style=\"font-weight: 400;\">Beginning in 2027<\/span><\/a><span style=\"font-weight: 400;\">, the percentages will ramp up through 2035. The rule ensures that small businesses like florists, landscapers, and caterers who currently have limited options for low or zero-emission vehicles have more, affordable options in coming years. This will help businesses capitalize on the fuel and maintenance savings offered by electric vehicles while reducing air pollution, especially for communities located along major freight or delivery routes.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The Low NoX rule will require gas-powered trucks to have cleaner emissions, providing some immediate relief for Colorado\u2019s <\/span><a href=\"https:\/\/dev.pirg-test.com\/articles\/2023-ozone-legislative-agenda\/\"><span style=\"font-weight: 400;\">severe air pollution<\/span><\/a><span style=\"font-weight: 400;\">. The rule will also improve the testing of vehicle engines and extend engine warranties. Nitrogen Oxides are <\/span><a href=\"https:\/\/www3.epa.gov\/region1\/airquality\/nox.html#:~:text=Nitrogen%20Oxides%20are%20a%20family,equipment%2C%20boats%2C%20etc.)\"><span style=\"font-weight: 400;\">highly reactive, poisonous gasses<\/span><\/a><span style=\"font-weight: 400;\"> that are released when trucks, automobiles, and other vehicles (construction equipment, boats, etc.) burn fuel at high temperatures. Breathing air with NOx can <\/span><a href=\"https:\/\/www.epa.gov\/no2-pollution\/basic-information-about-no2#:~:text=Health%20effects&amp;text=Such%20exposures%20over%20short%20periods,and%20visits%20to%20emergency%20rooms.\"><span style=\"font-weight: 400;\">irritate airways in the respiratory system<\/span><\/a><span style=\"font-weight: 400;\">, contribute to the development of asthma, and respiratory symptoms like coughing and wheezing.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Nationally, MDHVs account for almost a quarter of<\/span><a href=\"https:\/\/westernresourceadvocates.org\/action\/advance-clean-trucks-in-colorado\/\"><span style=\"font-weight: 400;\"> all greenhouse gas emissions in the US<\/span><\/a><span style=\"font-weight: 400;\"> despite comprising <\/span><a href=\"https:\/\/www.utilitydive.com\/news\/cleaner-by-the-mile-electric-trucks-can-have-outsized-environmental-and-he\/598369\/\"><span style=\"font-weight: 400;\">only 5% of all vehicles on the road<\/span><\/a><span style=\"font-weight: 400;\">. Here in Colorado, diesel trucks <\/span><a href=\"https:\/\/www.lung.org\/getmedia\/e1ff935b-a935-4f49-91e5-151f1e643124\/zero-emission-truck-report.pdf\"><span style=\"font-weight: 400;\">are responsible<\/span><\/a><span style=\"font-weight: 400;\"> for 59% of all NOx emissions and 55% of particulate matter air pollution, despite only representing 10% of total vehicles in Colorado.\u00a0<\/span>\r\n\r\nIn the Denver Metro area, MHDVs account for less than 2% of all vehicle miles traveled, but <a href=\"https:\/\/raqc.egnyte.com\/dl\/WgJNgUF5Rx\/FinalDraft_SeriousOzoneSIP2008NAAQS_2020-08-19_editted%2Bapdxs.pdf_\">contribute 24% of on-road NOx emissions<\/a>.\r\n\r\n<span style=\"font-weight: 400;\">Public comments are being held Wednesday, April 19th and the rules will be voted on by the AQCC on Friday, April 21st. If passed, Colorado will become the 8th state nationally to adopt this rule, following CA, MA, NJ, NY, OR, WA, and VT.\u00a0 The AQCC should also adopt the Advanced Clean Cars 2 rule later this year, which extends the requirements for manufacturers to sell a certain percentage of electric cars through 2035, later this year.
