Diesel exhaust is classified as a <\/span><a href=\"https:\/\/cfpub.epa.gov\/ncea\/iris2\/chemicalLanding.cfm?substance_nmbr=642#:~:text=Cancer%20Assessment&amp;text=Using%20U.S.%20EPA's%20revised%20draft,weight%2Dof%2Devidence%20narrative.\"><span style=\"font-weight: 400;\">likely carcinogen<\/span><\/a><span style=\"font-weight: 400;\"> by the EPA<\/span><span style=\"font-weight: 400;\"> and contains a mixture of very fine particles of carbon and toxic gasses including Benzene, which is classified as a <\/span><a href=\"https:\/\/www.epa.gov\/sites\/default\/files\/2016-09\/documents\/benzene.pdf\"><span style=\"font-weight: 400;\">known carcinogen<\/span><\/a><span style=\"font-weight: 400;\">.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Inhalation of diesel exhaust has been <\/span><a href=\"https:\/\/dev.pirg-test.com\/wp-content\/uploads\/2018\/05\/Electric-Buses-National-May-2018-web-1.pdf\"><span style=\"font-weight: 400;\">linked to numerous health problems<\/span><\/a><span style=\"font-weight: 400;\">, including lung cancer, asthma, bronchitis and other respiratory illnesses.<\/span><span style=\"font-weight: 400;\"> According to <\/span><a href=\"https:\/\/www.ehhi.org\/reports\/diesel\/dieselintro.pdf\"><span style=\"font-weight: 400;\">a study<\/span><\/a><span style=\"font-weight: 400;\"> from Yale University, \u201cthere is no known safe level of exposure to diesel exhaust for children, especially those with respiratory illness.\u201d <\/span>\r\n\r\n<span style=\"font-weight: 400;\">Studies show that levels of diesel emissions inside school buses can be up to <\/span><a href=\"https:\/\/www.nrdc.org\/sites\/default\/files\/schoolbus.pdf\"><span style=\"font-weight: 400;\">4 times higher<\/span><\/a><span style=\"font-weight: 400;\"> than outside the bus, translating into a significant increase of risk to the children inside.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, the transportation sector is the <\/span><a href=\"https:\/\/energyoffice.colorado.gov\/climate-energy\/ghg-pollution-reduction-roadmap\"><span style=\"font-weight: 400;\">leading source<\/span><\/a><span style=\"font-weight: 400;\"> of greenhouse gas emissions in Colorado.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">By eliminating internal combustion engines and tailpipes, electric school buses do not emit harmful air pollution and produce much less carbon emissions - even if the electricity used to power it is generated in part from fossil fuels. Based on <\/span><a href=\"https:\/\/afdc.energy.gov\/vehicles\/electric_emissions.html\"><span style=\"font-weight: 400;\">Colorado\u2019s current energy grid mixture<\/span><\/a><span style=\"font-weight: 400;\"> an electric vehicle produces about 50% less carbon pollution than a traditional gas-powered alternative.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Replacing all of America\u2019s school buses with electric buses could avoid an average of <\/span><a href=\"https:\/\/usdev.pirg-test.com\/reports\/usp\/electric-buses-clean-transportation-healthier-neighborhoods-and-cleaner-air\"><span style=\"font-weight: 400;\">5.3 million tons<\/span><\/a><span style=\"font-weight: 400;\"> of greenhouse gas emissions each year.<\/span><span style=\"font-weight: 400;\"> Given Colorado\u2019s school bus fleet of 6,838 total school buses<\/span><span style=\"font-weight: 400;\"> (of which less than 1% are currently electric),<\/span><span style=\"font-weight: 400;\"> that equates to approximately 72,483 tons of ghg emissions annually.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Electric school buses can also save districts money over the long term through lower maintenance and fueling costs. An analysis of the fuel costs for the electric school bus in Kremmling, CO found it was <\/span><a href=\"https:\/\/www.eesi.org\/articles\/view\/new-electric-school-buses-in-colorado-provide-safer-cleaner-cheaper-rides#:~:text=The%20cost%20of%20fueling%20the,than%20operating%20a%20diesel%20bus.\"><span style=\"font-weight: 400;\">three times cheaper<\/span><\/a><span style=\"font-weight: 400;\"> to fuel than the diesel version.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The cost savings for school districts are set to grow. Large battery size and long idle periods make electric school buses ideal candidates for vehicle-to-grid (\u201cVTG\u201d) technology, where buses can use their batteries to store low cost energy and sell it back to the grid during periods of high demand.<\/span><span style=\"font-weight: 400;\">\u00a0 Electric school buses can also be used for vehicle-to-building (\u201cV2B\u201d) applications, which allows the buses to provide backup power to buildings and critical facilities like hospitals and shelters during emergencies.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">This type of energy storage can make the grid and our communities more resilient by enabling the grid to better absorb shocks and thereby prevent or manage disruptions - which in turn can mitigate the scale, length and impact of power outages on communities. This is especially important in our rural and mountainous regions that see more extreme weather.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Boulder Valley School District (BVSD) has six committed electric school buses. Landon Hilliard, the Safe Rides Coordinator for BVSD, oversees the purchase and implementation of school buses for the district. When asked why they were an early adopter of an electric school bus he said:\u00a0<\/span>","":null}},{"acf_fc_layout":"layout_quote","_acfe_flexible_toggle":"","component_quote":{"quote":"\u201cThere\u2019s a real call to action for us to electrify our fleets and try to reduce the footprint of the transportation sector that\u2019s harming people, harming the globe, and if you think about tailpipe emissions at a local level about the students riding the bus, there are fumes and toxins that aren\u2019t the best for human health.\u201d","image":"","attribution":{"name":"Landon Hilliard","role":"Safe Routes Coordinator, Boulder Valley School District"}}},{"acf_fc_layout":"layout_wysiwyg","_acfe_flexible_toggle":"","component_wysiwyg":{"content":"<span style=\"font-weight: 400;\">Local communities are enjoying the benefits of new electric school buses in both expected and unexpected ways.\u00a0 \u201cIt\u2019s a great conversation starter,\u201d said West Grand School District Director of Transportation Bethany Aurin, noting that she receives calls from other curious districts in Colorado and across the country.\u00a0 It's being incorporated into the high school curriculum and has also \u201cbeen a great source of pride for our students and our community.\u201d\u00a0<\/span>\r\n\r\n&nbsp;\r\n<h3><b>Money from EPA's Clean School Bus Program and Colorado's state legislation provide unprecedented resources for school districts<\/b><\/h3>\r\n<span style=\"font-weight: 400;\">In May of 2022, the EPA launched a <\/span><a href=\"https:\/\/www.epa.gov\/cleanschoolbus\/school-bus-rebates-clean-school-bus-program\"><span style=\"font-weight: 400;\">Clean School Bus Program<\/span><\/a><span style=\"font-weight: 400;\">, funded by the Bipartisan Infrastructure Law, that provides $5 billion in funding over five years (2022-2026) to replace existing school buses with zero or low-emission models.<\/span><span style=\"font-weight: 400;\"> The program will provide rebates to school districts, nonprofit school transportation associations and tribal organizations to replace older, diesel buses with newer electric or low-emission models.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The application process for the first round of funding closed on August 19, 2022. Applicants will be selected and posted by the EPA in October 2022, which <\/span><a href=\"https:\/\/electricschoolbuses4kids.org\/csbp-faq\/\"><span style=\"font-weight: 400;\">will prioritize<\/span><\/a><span style=\"font-weight: 400;\"> high-need or disproportionately impacted school districts, rural districts, and Tribal school districts.<\/span><span style=\"font-weight: 400;\"> Four additional rounds of funding will be allocated annually through 2026, and school districts can continue to find the latest information about the award process including links to apply on the <\/span><a href=\"https:\/\/www.epa.gov\/cleanschoolbus\/school-bus-rebates-clean-school-bus-program\"><span style=\"font-weight: 400;\">EPA Clean School Bus Program website<\/span><\/a><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/www.epa.gov\/cleanschoolbus\/school-bus-rebates-clean-school-bus-program\"><span style=\"font-weight: 400;\">https:\/\/www.epa.gov\/cleanschoolbus\/school-bus-rebates-clean-school-bus-program<\/span><\/a><span style=\"font-weight: 400;\">.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, the federal government passed the <\/span><a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/5376\/text\"><span style=\"font-weight: 400;\">Inflation Reduction Act<\/span><\/a><span style=\"font-weight: 400;\"> in August, which includes $1 billion<\/span><span style=\"font-weight: 400;\"> for electric heavy duty vehicles<\/span><span style=\"font-weight: 400;\"> including electric school buses.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">On top of federal funds, Colorado\u2019s General Assembly and Governor Jared Polis worked together to <\/span><a href=\"https:\/\/leg.colorado.gov\/bills\/sb22-193\"><span style=\"font-weight: 400;\">invest $65 million to incentivize school districts to purchase new electric school buses<\/span><\/a><span style=\"font-weight: 400;\"> rather than traditional diesel models. However, the combination of both federal and state funding has Colorado well positioned to dramatically increase the number of electric school buses in operation in the next few years.<\/span>\r\n<h4><b>Colorado school districts should:<\/b><\/h4>\r\nCreate an account on\u00a0<a style=\"font-weight: 400;\" href=\"http:\/\/www.sam.gov\">www.SAM.gov<\/a><span style=\"font-weight: 400;\">, which is a precursor to applying for federal funds. It is free to set up an account and four additional rounds of funding will be available through 2026.\u00a0<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Connect with a<\/span><a href=\"https:\/\/energyoffice.colorado.gov\/zero-emission-vehicles\/recharge-colorado\"><span style=\"font-weight: 400;\"> ReCharge coach<\/span><\/a><span style=\"font-weight: 400;\"> who can provide detailed information about funding and incentives.<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Leverage all financing programs available, including both federal and state grant programs.\u00a0<\/span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Federal: <\/span><a href=\"https:\/\/www.epa.gov\/cleanschoolbus\"><span style=\"font-weight: 400;\">EPA Clean School Bus Program<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.transportation.gov\/rural\/ev\/toolkit\/ev-infrastructure-funding-and-financing\/federal-funding-programs\"><span style=\"font-weight: 400;\">National Electric Vehicle Infrastructure Formula Program<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.transportation.gov\/rural\/ev\/toolkit\/ev-infrastructure-funding-and-financing\/federal-funding-programs\"><span style=\"font-weight: 400;\">EV Charging and Fueling Infrastructure Grant Program.<\/span><\/a><\/li>\r\n<\/ul>\r\n<\/li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">State: <\/span><a href=\"https:\/\/energyoffice.colorado.gov\/zero-emission-vehicles\/charge-ahead-colorado\"><span style=\"font-weight: 400;\">Charge Ahead Colorado<\/span><\/a><span style=\"font-weight: 400;\"> offers grant funding for EV charging projects and <\/span><a href=\"https:\/\/energyoffice.colorado.gov\/zero-emission-vehicles\/recharge-colorado\"><span style=\"font-weight: 400;\">Colorado Recharge Coaches<\/span><\/a><span style=\"font-weight: 400;\"> provide coaching services for EV infrastructure and development in every county in the state. The <\/span><a href=\"https:\/\/cdphe.colorado.gov\/electric-school-buses\"><span style=\"font-weight: 400;\">Colorado Department of Public Health and Education<\/span><\/a><span style=\"font-weight: 400;\"> will release more program details in Fall of 2022. The state funding is designed to complement and leverage federal funds for school districts.\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Start a conversation with your utility company as early as possible to see what resources they can provide. <\/span><span style=\"font-weight: 400;\">Many utilities offer consulting services to assess wiring and charging needs, rebates to reduce the costs of the wiring upgrades and chargers, tariffs to save money on charging, and some even have rebates for the vehicles themselves. <\/span><span style=\"font-weight: 400;\">In addition, work with your utility to ensure a competitive charging price system is in place.\u00a0<\/span><\/li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Pass a resolution to end the purchase of new fossil fuel buses, and transition to a 100% zero-emission fleet.
